GENERAL ACCOUNTABILITY

 

Accountable for the effective negotiation of the Collective Agreement and all matters which govern employee, union and company relations for the purpose of attaining the best possible relations with employees and their union. Accountable for the development, implementation, and management of the overall total compensation strategy in a manner that is consistent with the vision and objectives of the corporation. Accountable for the development, implementation, administration and promotion of wage and salary policies for management, employee benefit programs and services, and Industrial Relations policies and practices. Ensures compliance with all applicable legislation.

 

SPECIFIC ACCOUNTABILITIES
1. Accountable for the development and management of all policies relative to the Collective Agreement and company/union relations. Ensures that the Executive and all levels of management are aware of, and adhere to, contractual and legislative requirements in the development and administration of SaskTel employee relations by providing timely and accurate direction.
2. Accountable for the development of SaskTel's bargaining position and bargaining strategy to support SaskTel in fulfilling its strategic business direction. Actively participates in negotiation of the Collective Agreement and all labour negotiations with official representatives of the union. Accountable for the development of emergency operating procedures to be implemented in the event of a labour dispute. Directs the activities for implementation of the terms of the settlement upon ratification of the Collective Agreement.
3. Responsible for the development and implementation of compensation programs that provide a competitive level of pay, motivate and reward performance and are internally equitable. Manages and controls all management positions through the provision of job evaluation, job descriptions and organizational analysis.
4. Responsible for the research, analysis and development of compensation programs to meet identified organization objectives and strategic direction and for the ongoing administration of the management salary program.
5. Accountable for the development, implementation, administration and communication of executive and employee pension and benefit programs and policies in support of the operational business plans.
6. Responsible for the ongoing operation of the in-scope job evaluation plan. Ensures that objective criteria are in place for rating in-scope jobs that comply with the principles of equal pay for work of equal value and align with the operational goals of the corporation.
7. Ensures corporate compliance with all applicable legislation with regard to labour relations, compensation, benefits, pensions and human rights.
8. Serves as a member of the HR senior management team. Participates in various internal management committees providing input and assistance as required. Participates in strategic planning process/decision making affecting the HR business plan.
9. Accountable for developing and maintaining strong relationships with Unifor, Employment and Social Development Canada, Industrial Relations and Compensation & Benefits practitioners and resources. Represents SaskTel on external boards and councils.
10.Provides leadership and direction to a team of Industrial Relations, Job Evaluation, Compensation and Benefits subject matter experts. Accountable for developing and maintaining a productive, positive environment through the selection, development and motivation of staff and by modeling the corporate core values.
11.Accountable to minimize and mitigate exposure and impact to business critical processes through the effective implementation of Business Continuity Plans and in accordance with responsibilities outlined in the Corporate BCM Policy, the Emergency Operations Procedures and the Emergency Alert Procedures.

 

QUALIFICATIONS
1. Degree in Business Administration/Commerce supplemented by at least 5 years managerial experience within SaskTel, or equivalent knowledge and experience in labour relations/human resources management and the social sciences.
2. Proven record of positive union/management relationships, including considerable experience in labour negotiations.
3. Working knowledge of the Collective Agreement and legislative requirements impacting labour relations, compensation, pensions and benefits.
4. Excellent communication, interpersonal and influencing skills.
5. Demonstrated leadership skills and ability to direct and develop staff.
