GENERAL ACCOUNTABILITY
Accountable for the identification, assessment, development, and evolution of Holdco strategic Human Resource plans, projects, policies and programs that integrate with the overall Holdco Business Plan. Responsible for the research, development and implementation of organizational development initiatives and activities which align culture and processes with the Holdco strategy, objectives and vision. Provides direction and advice to senior management regarding human resource management strategies and programs. The focus of this position is to provide leadership and expertise in human resource management which contributes to the strategic development of organizational capacity and individual capability. This position impacts all areas of Human Resources by identifying and implementing strategy.

 

SPECIFIC ACCOUNTABILITIES
1.    Accountable for planning, developing and implementing human resource management strategies that contribute to the attainment of the Holdco business objectives through strategic workforce planning.
2.    Provides human resource management expertise in the delivery of a wide range of human resource management services to Holdco client groups.  Influences business unit’s (client’s) strategic and human resource decisions by identifying needs and opportunities and recommending organizational design and development solutions for implementation.
3.    The work regularly involves activities requiring consultation with clients, research, analysis and problem-solving techniques when, for example, designing and developing organizational development programs or balancing policies against business requirements. Conceptual reasoning, creativity and planning are essential for preparing program content and materials and determining consulting approaches to meet the unique needs of the various Holdco groups.
4.    Guided by Organizational Development practices and developed areas of expertise, as well as the strategic direction of the Holdco, the incumbent uses well-defined analysis and problem solving techniques to recommend solutions and/or new approaches to human resource programs and services.
5.    The incumbent provides strategic direction and developed expertise in the delivery of Holdco-wide organizational development initiatives and programs. Areas of focus include;
•    Future focused human capital management including workforce planning, talent management and succession planning,
•    Employee engagement and retention initiatives,
•    Corporate culture and enterprise wide change management activities, and
•    Organizational design solutions that position the Holdco to attain long term business goals.
6.    Provide senior management with recommendations regarding corporate human resource strategic direction and plans.
7.    Manage the implementation of strategic human resource decisions, including assembling multi-division or cross-department teams and providing overall project/program management.
8.    Develop and maintain relationships with external contacts of strategic value to SaskTel; including representation on committees, industry/government presentations, meetings and networking.
9.    Provide expertise as the HR/IR prime on corporate programs/projects (e.g. Branding and/or ad-hoc requests) ensuring the People core strategies are taken into consideration during transition/implementation.

 

QUALIFICATIONS
1.    University degree in Business or Commerce specializing in Human Resource Management supplemented with 5 years of related experience. An equivalent combination of experience and education will be considered.
2.    Advanced knowledge of human resource management principles, practices, and techniques. Technical expertise in HR should be supplemented with knowledge of the Holdco strategic direction.
3.    Extensive knowledge of organizational development principles, practices and trends. A solid understanding and knowledge in the areas of talent management, organizational design, culture, engagement and retention, workforce planning and change management.
4.    Strong leadership skills with proven ability in being innovative and flexible in a volatile and changing work environment. Excellent consulting skills with the ability to impact and influence the internal business units and key stakeholders.
5.    Excellent facilitation, consulting, coaching, and project management skills, as well as superior verbal and written communication skills.
