GENERAL ACCOUNTABILITY
Accountable for developing plans for network applications, software tools and data analytics that align to the corporate strategies and steps for the delivery of those technologies relative to how telco networks are planned, built, and operated. Provides an overall holistic view of the use of applications & data for improved effectiveness in making decisions, deploying, managing capacity and performance, delivering assurance, and gaining effective operations of telco networks and services. Provides consultative expertise to senior management in the form of advice, recommendations, studies, written reports, and presentations. Maintains expert knowledge of current and emerging industry standards and best practices.

 

SPECIFIC ACCOUNTABILITIES
1. Evolves and maintains governance to maximize the effectiveness of architecture and align the various network planners with the architecture vision, roadmaps, and adopted standards.
2. Provides overall technology planning and guidance on direction, intent and alignment with telco network applications, software tools, and data analytics technology streams.
3. Establishes strategies, plans, budgets, and initiates projects for onboarding, growth, evolution, and lifecycle of the responsible technology stream.
4. Actively participates with industry vendors and open source entities to gain insight and knowledge of the use of their tools now and in the future. Accountable to work with vendors to evaluate and implement new opportunities and learnings.
5. Establishes and continuously evolves an applications framework to aid in positioning, selection, use and governance of telco network applications and software tools. Assesses and determines applications "fit and usage" to meet the Technology division’s objectives and SaskTel’s overall strategic goals.
6. Provides a central point of coordination within the Technology division and interworks across SaskTel departments to identify and align the use of network applications, software tools and data analytics across network needs that align with the overall framework.
7. Accountable for awareness of all data and associated network applications and software tools in use or required for the Technology division to do business.
8. Actively works with Technology division areas to ensure the effective, efficient use of data & analytics relative to how we plan, build, and operate telco networks.
9. Accountable to provide ongoing leadership through planning network applications, software tools, and data analytics.
10. Assists with and establishes goals, targets, and maturity level and evolves with intent with network applications, software tools, and data analytics to meet SaskTel’s strategic objectives.
11. Accountable to serve as a consultant to the Technology division and other business units providing information on new developments and direction within the network applications, software tools, and data analytics technology domains as it relates to the telecom industry.
12. Accountable for professional reports, presentations, and studies that SaskTel management can rely upon as input to corporate decisions.
13. Provides technical consulting to influence SaskTel’s business direction by understanding and relating emerging technical and industry trends to Marketing or other lines of business
14. Provides input into the development of Capital and Operating Budgets and conducts economic studies and evaluations as required.

 

QUALIFICATIONS
1. Education and experience in (one of the following combinations):
a. University degree in Engineering, Computer Science, Information Technology, Data Science, Physics, Statistics, with at least three years of relevant telco network applications and software tools, data, analytics, network automation, telco network, or cloud technology experience OR
b.    Technical Institute Diploma or Certificate in Software and Data related programs, Engineering Technology, with at least five years of relevant Telco Network Applications and Software Tools, Data, Analytics, Network Automation, Telco Network, or Cloud technology experience. 
2. Working knowledge and experience in telco network applications, software tools, and data & analytics technology. Knowledge of Telco Cloud technologies (Cloud platforms, Server infrastructure, Networking, Storage, Tools and Automation) are an asset. 
3. Knowledge of telco cloud architectures, Software Defined Networking, system integration concepts, telecommunications networks, IP  networks, and standards bodies such as ETSI and 3GPP is an asset.
4. Knowledge of Agile principles/methods and DevOps practices is preferred.
5. Working knowledge of consulting, research, change management, project management, continuous improvement, and strategic/business planning. Familiarity with SaskTel’s planning, budgeting, and procurement processes and systems is an asset.
6. Knowledge and experience in conducting and analyzing economic studies.
7. Ability to analyze business requirements and priorities and apply appropriate technical solutions.
8. Excellent communications skills, both verbal and written, and the ability to deal effectively with others. Presentation skills are considered an essential asset.
9. Ability to function well in ambiguous situations, with particular emphasis on emerging technologies.
10. Effective in partnering with vendors and other departments within SaskTel.
11. Strong team member, with the ability to influence others. Must demonstrate the ability to work independently without supervision.

Driving valuable customer experiences and employee engagement, improving sustainability, and demonstrates commitment to the communities that we serve.
