GENERAL ACCOUNTABILITY
As a recognized expert in Cloud Technology, responsible to provide technical solutions for dynamic business initiatives by working with the business to develop detailed technical requirements, producing technical designs, drawings, test plans, and software to ensure the proper delivery of these new initiatives to SaskTel’s customers. Responsible for leading the development, implementation, and advanced support of software/hardware, applications, tools, cloud infrastructure, services, and to drive the evolution of related network technologies. Responsible to understand and evaluate new technologies, providing recommendations for their deployment within SaskTel.  Provides technical expertise (individually and as a team member) that will result in leading technology change within SaskTel.

 

SPECIFIC ACCOUNTABILITIES
1. As a technical expert and widely recognized authority, responsible for the continuous acquisition of new knowledge and skills.  Acts as a mentor to members of the Telco Cloud, Tools & Automation development teams and provides guidance to others in the corporation who require understanding of advanced cloud, software, and automation technologies. Influences the thinking of upper management in the department and other areas of the corporation.
2. Architectural design authority for cloud, software, and automation technologies. Accountable for leading the automation of complex cloud methodologies. Provides leadership and guidance on the development of software and software development methodologies that support the network. Evaluates, coordinates, recommends, and directs the implementation of new technologies and services based on DevOps methodologies.
3. Provides technical consulting to influence SaskTel’s business direction by understanding and relating emerging technical and industry trends to the Marketing division or other lines of business.
4. Responsible to contribute to the development of technical requirements for vendor selection, provide recommendation for vendor selection and to assist in the management of vendor and partner relationships.
5. Required to anticipate, plan, gather requirements, design, build, test or implement technical solutions involving current and evolving Telco Cloud technologies. In some situations, this may drive the need to build cross-functional teams from several departments and provide leadership to deliver complete solutions.
6. Accountable to provide ad hoc project management for smaller corporate initiatives specific to new technology.
7. Drives change within the organization. Accountable for decisions relating to leadership, business, and technology that influence strategic plans and programs affecting our business.
8. Accountable to ensure that the Telco Cloud and Tools Development lab keeps pace with leading edge cloud, software, and automation technologies.
9. Provides tier 4 support for cloud, software, and automation technologies.
10.Accountable for professional reports, presentation, and studies that SaskTel management can rely upon as input to corporate decisions.

 

QUALIFICATIONS
1. Education and experience (one of the following combinations):
   a. University degree in Electrical, Electronic, Software, or Systems Engineering, or Engineering Physics, or dual Bachelor’s degrees in Electrical Engineering and Computer Science, or dual Bachelor’s degrees in Engineering Physics and Computer Science, with at least six years of relevant Telco Cloud technology experience or software development, network and/or cloud infrastructure experience. Must be eligible for registration with the Association of Engineers and Geoscientists of Saskatchewan. OR
   b. Degree in Computer Science, with at least seven years of relevant Telco Cloud technology experience or software development, network and/or cloud infrastructure experience. OR
   c. Diploma or Certificate in Engineering Technology, with at least ten years of relevant Telco Cloud technology experience or software development, network and/or cloud infrastructure experience.
2. Demonstrated thorough knowledge of Telco Cloud, software and automation technologies that should include specific knowledge related to Linux, Virtualization technologies, Infrastructure as a Service (IaaS), Container as a Service (Caas), Virtual Network Functions (VNFs), Container Network Functions (CNFs), Service-based Architectures, Automation frameworks, Service Mesh, Git, CI/CD, software development, RESTful APIs.  As well, candidate should have some background in
traditional telecommunications and IP networks.
3. Knowledge of Network Function Virtualization architectures and Software Defined Networking. Knowledge of ETSI Management and Orchestration standards. Working knowledge of telecommunications networks and standards bodies such as 3GPP are an asset.
4. Knowledge of data analytics and visualization tools (Splunk, PowerBI, ELK, Grafana).
5. Knowledge of publish/subscription message brokers (RabbitMQ, Kafka).
6. Must possess creative as well as analytical skills.
7. Ability to function well in ambiguous situations, with particular emphasis on emerging technologies.
8. Effective in partnering with vendors and other departments within SaskTel.
9. Must be familiar with SaskTel’s planning, budgeting and procurement systems.
10.Excellent written and oral communications and interpersonal skills. Presentation skills are considered an essential asset.
