PMO Manager-Portfolio Management

GENERAL ACCOUNTABILITY
Accountable for the ongoing leadership and management of the corporate program & project portfolio selection and prioritization process. Accountable for facilitating the development and ongoing management of an optimized portfolio, ensuring senior management decisions lead to the fulfillment of strategic objectives through the delivery of programs and projects.
Primary responsibility is portfolio planning lead representing the CPMO for all portfolio and portfolio related planning activities; driving new governance processes or changes to the project lifecycle gates and deliverables; embedding best practices as appropriate; and, performing performance management monitoring and management activities with respect to the portfolio.

 

SPECIFIC ACCOUNTABILITIES
1. Manages the program & project portfolio using established portfolio management processes in collaboration with stakeholders for the purpose of continuously reviewing, updating, and optimizing the portfolio and ensuring compliance with changing organizational strategies, goals and objectives.
2. Leads the development of the portfolio strategy and plan in line with SaskTel's strategic business direction, to capture and monitor the portfolio in line with the defined investment parameters in order to advise on project investment opportunities, and to  provide verification that all projects add value to the organization.
3. Establishes and manages a gated review process and establishes a framework to assess, compare and prioritize programs and projects.
4. Communicates the results of the portfolio selection decisions and prioritization to the stakeholders in order to ensure organizational alignment.
5. Provides portfolio management performance reports in accordance with the portfolio management plan in order to support executive & senior management decision making.
6. Accountable to analyze the overall program and project portfolio and make recommendations to stakeholder decision makers.
7. Accountable to lead the evolution of the strategic corporate program and project portfolio selection and prioritization process.  Continually evolve and improve the maturity of portfolio management based on
industry best practices.
8. Provides portfolio management training or coaching within the PMO and business community as required.
9. Consolidates program benefits realization plans and registers for portfolio view, monitors and reports to senior & executive management.
10. Builds effective relationships with all divisions within SaskTel, act as a strong strategic management portfolio process advocate, responsible to increase adoption of portfolio, program, and project
management processes and tools within SaskTel and champion best practice portfolio metrics and continuous process improvement.
11. Accountable to ensure corporate systems are in place to manage the enterprise program & project portfolio.
12. Collaborates with the CPMO program, project and resource managers to collectively ensure improvements in all areas support and synergize with each other.

 

QUALIFICATIONS
1. Bachelor degree with preference for major in Information Technology, Engineering or Business Administration with a minimum of 8 years of project manager leadership experience or equivalent combination of education and project management experience.
2. Project Management Professional (PMP) Certification is preferred.
3. Extensive knowledge of industry best practices in portfolio, program, project and resource management methodologies including tools and techniques.
4. Excellent project management skills, strong problem solving skills, negotiation and facilitation skills.
5. Strong analytical skills with a good understanding of standard business practices.
6. Excellent written and verbal communication skills required with all organizational levels.
7. Good knowledge of the Telecommunication industry, SaskTel business and business environment.
8. Strong consulting skills with the ability to advise, make recommendations and provide assistance or help with respect to planning where no formal or direct reporting relationship exists.
9. Experience with creating policies, procedures, training and developing change and transition management for rollout to increase adoption.
10. Must be a team player and be flexible; must be a motivated, confident self-starter.  Builds mutual trust and encourages respect and cooperation among team members.
11. Extensive knowledge of continuous improvement, problem solving techniques.
