Regulatory Affairs Manager - Privacy

Salary: $96,011 - $128,015 (Based on education and experience)

Compeition Comments: Position will be focused on Privacy. Preference will be given to candidates that possess the International Associate of Privacy Professionals designation or other industry-recognized privacy, access, or information management certifications. Position may be located in Regina or Saskatoon, SK.

GENERAL ACCOUNTABILITY
Accountable for analyzing and interpreting regulatory issues and requirements, assessing associated implications and consequences for SaskTel and SaskTel HoldCo subsidiaries ("SaskTel").  Serves as a consultant to SaskTel personnel by providing direction, leadership and strategic guidance concerning impacts on SaskTel related to current regulatory requirements and proposed regulatory changes.  Manages the development of interdepartmental responses to the Canadian Radio-television and Telecommunications Commission ("CRTC").  Acts as a liaison with CRTC staff and other regulatory agencies in representing and advancing SaskTel's business interests.  Serves as a consultant for SaskTel in its relations with government agencies and other external organizations on regulatory matters.

 

SPECIFIC ACCOUNTABILITIES
1. Accountable for leading interdepartmental teams in the analysis and interpretation of federal and provincial regulations.  Serves as a consultant during evaluations of the impact of proposed regulatory changes and decisions on activities of SaskTel and recommends corporate regulatory positions.
 -  Monitors events in the industry and regulatory environment. Develops in-depth knowledge of regulatory issues and impacts on SaskTel.
 -  Conducts assessments, investigations and research on regulatory issues.  Interprets information and trends, and disseminates information to affected departments of SaskTel.
2. Conducts assessments on business operations, proposals, and projects to evaluate regulatory risks as well as business opportunities that maximize the benefit of SaskTel's financial position.  Provides assessment of regulatory environment and risks and makes recommendations to ensure that SaskTel takes advantage of business opportunities consistent with the regulatory framework.
3. Responsible for providing oversight of regulatory decision implementation projects.  Identifies, reviews, and monitors progress and ensures mitigating action is taken where required.
4. Leads interdepartmental teams in the development of corporate responses to regulatory issues and activities, including applications, interrogatories, complaints, and interventions impacting SaskTel.
5. Leads interdepartmental teams to ensure appropriate actions are taken on situations that have been identified to be non-compliant with CRTC regulations and the Telecommunications and Competition Acts.
6. Responsible for leading interdepartmental teams in the preparation, review and filing of annual and periodic reporting requirements within the CRTC mandated timeframes.
7. Responsible for developing and managing internal controls on operations and processes within Regulatory Affairs, enhancing SaskTel's ability to respond to CRTC directives, reporting requirements and information requests through process improvements.
8. Establishes and maintains effective working relationships with the CRTC staff, other regulated telephone companies, regulatory agencies, government departments and external organizations involved in regulatory issues.
9. Provides leadership and promotes flexibility, initiative, open communication, teamwork, and transition management to enhance productivity and customer service.
10. Ensures that team members, both within Regulatory and other departments, are provided information, training and coaching to meet changing regulatory requirements.

 

QUALIFICATIONS
1. University Degree in Administration/Commerce or related disciplines.
2. Overall understanding of CRTC regulatory environment and the telecommunications industry or detailed overall knowledge and understanding of SaskTel's business operations.
3. Demonstrated strong planning, project management, analytical and research skills.
4. High tolerance for ambiguity and stress.
5. Demonstrated ability to develop effective ongoing working liaisons externally and internally.
6. Demonstrated excellent communications and writing skills.
7. Demonstrated ability to lead a cross-functional team in the integration of activities across the organization.
