GENERAL ACCOUNTABILITY
Accountable for the development and management of a Vendor Management Office for technology products, with responsibility to develop and apply centralized best practices for vendor management, contract management and license management.
Accountable to provide leadership for the end-to-end IS Vendor contract life cycle. This includes ownership of the IS Vendor management practice and key responsibilities in sourcing and purchasing IT contracts for software, hardware, SAAS Cloud, managed services, and professional services to establish Enterprise and Government/Crown agreements.

 

SPECIFIC ACCOUNTABILITIES

  1. Accountable to provide leadership to develop a team environment through selecting qualified and capable personnel, employee development, work programs, and ensuring the team is adequately trained and coached for the Vendor Management Office.  Cultivates and sustains a team environment that encourages innovation, teamwork, initiative, open communication, productivity and excellent customer service.  Promotes and models the corporate values.
  2. Provides leadership for the IT vendor management practice in alignment with strategic and operational objectives for SaskTel’s Information Systems division and the broader enterprise.
  3. Accountable to be the point of contact between the vendors, Tech Primes and Business managers to control the information and to ensure the appropriate leverage is preserved to negotiate the optimal contract. Works closely with technology, procurement, finance, and legal functions within the corporation, and with SaskTel's current or prospective vendors, to promote the most efficient and effective management of the company's technology base.
  4. Leads Government and Crown IT Vendor Management collaboration activities to identify contractual opportunities. Gathers current and future objectives to negotiate an optimal contract for signing.
  5. Drives the negotiation process for enterprise service agreements and deliver optimal pricing on software licensing, hardware maintenance, SAAS Cloud subscriptions, Managed Service Agreements and Professional Services with vendors, in conjunction with the technology groups.  Develops and maintains effective processes for contract negotiations, and ensures contracts that SaskTel enters into are cost- effective.
  6. Ensures Vendor Security Risks are verified, and negotiates security language in the contract, to hold the vendors accountable to SaskTel’s acceptable level of security risk. Develops risk frameworks to track and monitor high and moderate vendors.
  7. Participates in preparation of Requests for Proposals (RFPs) to apply consistent best practices for vendor management.
  8. Accountable to develop and manage corporate software and hardware budgets and works with technology product managers to provide them with budget numbers and receive license information changes.
  9. Accountable to effectively manage and track all IS software, hardware, cloud, professional services, managed service contracts and related agreements. Ensures compliance to corporate contract management processes.
  10. Directs and develops best practices for vendor management and advises various technology groups on their application and participates in development and maintenance of strategic vendor partnerships.
  11. Accountable to ensure software and hardware licensing is managed as efficiently as possible, and in full compliance with contractual commitments.
  12. Overseas the collection and reporting of business metrics to track areas of VMO responsibility.
  13. Accountable to actively lead vendor audits; direct activities to respond, reporting, identify noncompliance in Master agreement and negotiate with the vendor true-up licensing.
  14. Oversees the development of vendor performance including development of evaluation tools based on stakeholder needs, creation of scorecards and dashboards.

 

QUALIFICATIONS

  1. University Degree from an accredited post-secondary education institution in a relevant field of study such as Information Technology, Business Administration, or Commerce, or a post-secondary equivalent combination of education and experience.
  2. 5 years of IT experience comprised of 3 years of leadership and/or 3 years of vendor management, demonstrating leadership experience influencing vendor management to include policies, market events, performance, vendor risk, relationships, contract development & negotiation and issue/dispute resolution.
  3. Strong negotiating and influencing skills. Extensive experience in negotiating across divisions and groups within the corporation and/or developing and maintaining relationships with suppliers, partners, and vendor senior leadership.
  4. Ability to facilitate collaboration, as well as cultivate and foster strong and effective working relationships with key areas internally and externally with vendors and Crowns.
  5. Demonstrated ability to effectively plan, manage, and forecast budgets.
  6. Broad knowledge of IT industry products and services provided by Technology vendors.
  7. Excellent interpersonal communication and presentation skills.
  8. Strong team leader and member, able to select and develop staff and able to influence the performance of others.

  • Responsible for negotiation, execution and/or enforcement of contracts for obtaining goods and services related to the area of responsibility. 
  • Accountable for proactively identifying, inspiring, and acting on opportunities to innovate and drive process improvements, develop growth initiatives, and improve revenue and/or reduce costs. Driving valuable customer experiences and employee engagement, improving sustainability, and demonstrates commitment to the communities that we serve.
