GENERAL ACCOUNTABILITY

As the Director – Technology (Wireless Access/Tech Management) at SaskTel, you play a pivotal role in ensuring the efficient engineering, delivery, and support of wireless access technology solutions. Your responsibilities include building a technically proficient team and managing the business unit’s budgets to optimize resource utilization. You also focus on fostering strong vendor relationships to secure essential technology and support. Additionally, you coordinate the Technology Division’s projects to align with corporate business priorities and strategic Holdco objectives, while overseeing governance processes related to project management within the division.

 

SPECIFIC ACCOUNTABILITIES

 

Deliver and Support Engineering Solutions

Accountable to design and provision customer, wireless access technology solutions, relating to traditional and emerging services and technologies: special services voice and data services, fixed and mobile wireless (access) voice and data, Accountable to provide tier 3 support of wireless voice and data access technologies. Accountable for the performance and optimization of the wireless access network.

 

Build Competency Based Teams

Accountable to define and build competency-based teams and provide development to address evolving customer demands and technology initiatives. Accountable to provide engineering resources for consultancy services to internal and external teams and colleagues.

 

Manage Capital and Operating Budgets

Accountable to manage significant demand and planned Capital budgets and Operating budgets. Accountable to develop annual business unit budgets. Accurately forecast customer demand variables to determine the next year’s demand budget and provide input to Planning for the next annual planned project budgeting cycle.

 

Partner with Vendors for Beneficial Relationships

Accountable to ensure healthy vendor relationships are developed and maintained. Accountable to ensure vendors provide competitive pricing, product support, and contractual terms that accelerate our leadership in the delivery of technology- based solutions.

 

Maintain Business Continuity

Responsible for business continuity planning for the business unit’s functions within the company. Accountable to minimize and mitigate exposure and impact to business -critical processes through the effective implementation of Business Continuity Plans and in accordance with responsibilities outlined in the Corporate BCM Policy, the Emergency Operations Procedures and the Emergency Alert Procedures.

 

Champion Data Analytics and Automation for the Technology Division 

Accountable to champion the adoption and use of data analytics and automation within the Technology Division – including and not limited to structure, standards and architecture. Accountable to provide ongoing leadership with the management of Technology’s data and associated tools.

 

Manage Technology Management Office

Accountable to provide advice and support to the Technology Division’s management team with a focus on governance and process improvements. Ensures key projects/programs are scoped, planned, and resourced to encourage success. Ensures project priorities are assigned, approved and maintained within the Corporate and Divisional approval processes. Accountable for providing communications, reports, studies and recommendations for SaskTel senior and Executive management. Accountable to meet financial, timing and quality objectives of new programs and projects.

 

QUALIFICATIONS

  1. University degree in Engineering, registered with the Association of Professional Engineers of Saskatchewan and at least eight years suitable experience.
  2. Broad knowledge of the architecture and operation of a communications network, digital switching, fixed and mobile wireless technology, IP services, transport technology, and outside plant technologies.
  3. Ability to develop and maintain an organization of technically capable resources and to implement an organizational structure which meets the needs of the corporation’s business investment priorities.
  4. Ability to establish and nurture strong working relationships with key customers’ suppliers, vendors, distributors and other outside agencies, as they relate to the operations and technical matters of the company.
  5. Excellent knowledge of SaskTel’s capital and operating budget cycles, processes and procedures. Solid understanding of SaskTel's strategic business plan is essential.
  6. Ability to generate insightful and practical solutions to complex problems related to technology, processes, procedures, staff and peers, which supports the smooth implementation of technology solutions within SaskTel.
  7. Knowledge of and experience in software application and system integration, data analytics/management and automation.
  8. Excellent leadership skills with the ability to influence others to take action.
  9. Strong planning and organizational, analytical and conceptual skill required.
  10. Excellent written, verbal, presentation and communication skills.
  11. Ability to manage multiple projects with tight timelines under significant pressure.
