GENERAL ACCOUNTABILITY
Accountable to provide an overall view of the performance impacts of the introduction of new services, new network elements and new technologies
to the existing wireless networks. Accountable to recommend exiting strategy technology migration or upgrade strategy and identify impacts to wireless networks and customer experience.  Accountable to manage a highly skilled team of tier III technical support professionals pertaining to wireless radio access network elements and services. Leads and coaches team members to accomplish workgroup objectives. Responsible for interfacing with customers, vendors, partners and internal SaskTel departments on network equipment, architecture, and services. Responsible for leading technical RFI’s in procurement of network equipment and test tools including applications.

 

SPECIFIC ACCOUNTABILITIES
1. Ensures performance by selecting, developing, and sustaining a high level of expertise among staff in current state of the art technologies. Motivates staff by using key success factors and regular performance feedback.  Assists in staff career pathing, development, and succession planning to ensure business requirements are met.
2. Responsible to provide on demand advanced (tier III) technical support for wireless RAN technologies and services based on standards such as 3GPP, spectrum utilization as it pertains to Innovation, Science and Economic Department Canada and peripheral IP network elements and services.
3. Responsible and authorized to escalate issues to vendors to resolve outstanding technical issues.  Manages vendor service contracts.  May also be required to partner with vendors to evaluate and introduce new network elements and services.
4. Manages the evaluation of new versions of software, firmware, and hardware, for developing Methods of Procedures (MOPS) for installation into the production network that minimizes the effects on external customers and for coordinating and assisting Operations and Technology with the implementation or installation of the software, firmware, and hardware.
5. Participates in RFP/RFI’s of new RAN test equipment and tools by preparing technical requirements, assessing responses, participating in testing hardware and software, and providing expert consulting for integration and deployment of new technologies.
6. Provides recommendations and conducts technical assessments for coexistence between different wireless services and licenses.
7. Actively participates in and drives SaskTel’s priorities as it relates to spectrum deployment.
8. Participates in the design, technical and operational evaluation of 3GPP based wireless RAN, and peripheral IP, security, and signalling network elements and services for existing and new network architectures.  Conducts field trials and operational reviews, documenting results and providing recommendations.
9. Provides advanced technical assistance to SaskTel engineering in the design of network architecture and services, and the completion of various engineering projects.
10.Maintains a quality assurance lab of network elements and services that mirrors the production environment.  Manages lab activities and availability in support of ongoing testing related to software patching, projects, and proof of concepts.
11.Responsible for representing network operations staff and providing input on various internal support services (i.e. SAP, Intranet, Procurement, MCMP, etc.).
12.Responsible for the effective utilization of resources and operating budgets and the effective use of data to make business decisions.
13.Develops and promotes a team environment with an emphasis on demonstration of SaskTel Corporate Values.
14.Administers, promotes, and encourages the Health and Safety of employees.  Ensures participation in Occupational, Health and Safety committees as required.
15.Responsible for engaging with customers and sales to understand their needs and assist in providing tailored LTE and 5G solutions, along with participating in the creation of RFP proposals for customers.

 

QUALIFICATIONS
1. University Degree in Electrical/Electronics Engineering or Information Systems Engineering with several years of experience in Network Operations or technical support OR an equivalent combination of education and experience.
2. Demonstrated leadership skills, long and short-term planning skills, research and analytical skills, process improvement, and network/service orientation required.
3. Good working knowledge of Network Operations’ functions and technical expertise.
4. Excellent verbal and written communication skills with a demonstrated ability to deal effectively with others.
5. Demonstrated ability to manage change within a diverse and rapidly changing environment.
6. Must display broad conceptual skills and ability to integrate numerous activities while working across divisions and/or functional areas.
7. Ability to develop and train staff.
8. Working knowledge of personal computers and software applications.
9. Ability to directly interact with wireless customers.
