JOB SUMMARY
Responsible for dealing with the Public to acquire Rights of Way, purchase or lease lands, investigate and negotiate damage claims resulting from SaskTel activities. Acts as liaison between the Corporation and the landowner, while maintaining good public relations in resolving complaints and answering inquiries. Participates in Provincial Treaty Land Entitlement and Community Planning to review processes to protect Corporate interests. Provides instruction to external land consultants acting on SaskTel's behalf.

 

TYPICAL DUTIES & RESPONSIBILITIES
(Not all inclusive or applicable to all assignments)
1. Researches ownership of land and current property values. Establishes compensation for easement payments and land purchases. Evaluates validity of
   existing easement agreements, or initiates/arranges for the preparation of legal documents for new facilities or existing facilities if land is being subdivided or re-zoned.
2. Negotiates with landowners to obtain easements for cable projects. Initiates expropriation of right of way when required. Advises construction of conditions
   agreed to in the easement. Acts as liaison between SaskTel and landowners to ensure customer satisfaction.
3. Responsible for the direction and quality control of easement acquisition and damage settlement work doneby district field personnel, and external land consultants
4. Investigates, negotiates and settles claims for damages resulting from SaskTel projects. Recommends and initiates payment of claims for the department and district field personnel.
5. Participates in Treaty Land Entitlement as part of the Provincial review process in protecting SaskTel interests. Obtains Band Council Resolutions and permit
   agreements for cable and building facilities on Indian Reserves for all departments.
6. Manages projects to prioritize workload and ensure timel completion to meet deadlines and construction schedules.
7. Negotiates the purchase of properties i.e. SEB (small equipment buildings) and Cellular sites. Analyzes survey plans, titles and encumbrances affecting propose property purchases.
8. Administers contracts and directs contractors/consultants in the performance of easement work and legal surveys.
9. Recommends and participates in the development and implementation of improvements to practices and policies to provide timely and accurate solutions to customer needs.

 

QUALIFICATIONS
1. Technical Institute graduate in Drafting/Civil/Survey Technology, OR minimum 2 years experience in SaskTel Construction/Design or related areas, OR 1 year outside experience in Right of Way Acquisition.
2. Excellent verbal and written communication skills and the ability to persuade others.
3. Thorough knowledge of the following
   a) Agricultural industry
   b) Land Titles Systems and Saskatchewan Land Survey Systems.
   c) Engineering and Construction practices and methods.
4. Excellent research, analytical and problem solving skills.
5. Ability to lead and direct others.
6. Ability to plan and organize in a self-directed environment.
7. Valid Driver's License.
