SaskTel is seeking an experienced Construction Project Manager to lead major infrastructure projects.

This person will oversee large-scale construction initiatives from inception to completion. They will be responsible for managing all phases of projects including—planning, procurement, execution, and close-out—while coordinating internal teams, external consultants, and key stakeholders.

 

In this role, you will:

  • Lead the delivery of complex commercial construction projects with significant organizational impact.
  • Manage budgets, schedules, and risk mitigation strategies to ensure successful outcomes.
  • Provide strategic oversight and reporting to the program manager.
  • Ensure quality, safety, and compliance standards are met at every stage.

GENERAL ACCOUNTABILITY

Accountable for the successful delivery and execution of large-scale capital construction and renovation projects from detailed design through occupancy and project closeout. Responsible for owner-side management of the physical construction of assigned projects, ensuring scope, schedule, budget, quality, safety, and operational requirements are achieved.

Provides oversight and direction to design consultants, construction managers, contractors, and specialty consultants throughout all phases of project delivery. Acts as the primary owner representative during design development, procurement, construction, commissioning, and turnover, ensuring all project activities align with approved program objectives, corporate standards, regulatory requirements, and operational needs.

Works closely with the Program Manager to manage project-level risks, issues, stakeholder expectations, and change requests while maintaining continuity of business operations throughout construction activities.

 

SPECIFIC ACCOUNTABILITIES

 

1. Project Planning & Development
• Leads project planning activities including scope definition, budget development, scheduling, risk identification, procurement planning, phasing strategies, occupancy coordination, and project execution planning.
• Coordinates design development activities to ensure project requirements, operational needs, technical standards, and stakeholder expectations are incorporated into project documents.
• Ensures construction planning considers business continuity, occupant impacts, safety requirements, and operational constraints.

 

2. Design Consultant Management
• Directs and manages architectural, engineering, and specialty design consultants throughout project development and delivery.
• Reviews and coordinates design submissions to ensure compliance with project objectives, technical standards, budget constraints, and schedule requirements.
• Facilitates design reviews and constructability reviews with stakeholders and subject matter experts.
• Manages consultant contracts, deliverables, performance, and compliance with contractual obligations.

 

3. Construction Manager & Contractor Oversight
• Acts as the primary owner representative for construction activities.
• Provides oversight of the Construction Manager and contractors to ensure project objectives are achieved.
• Reviews and monitors construction plans, schedules, resource plans, procurement activities, and site performance.
• Coordinates resolution of construction issues and field conditions.
• Ensures compliance with contract requirements, safety regulations, quality standards, and approved project documentation.

 

4. Construction Execution & Coordination
• Oversees construction activities to ensure work is completed safely, efficiently, and in accordance with approved plans and specifications.
• Coordinates demolition, structural, architectural, mechanical, electrical, telecommunications, security, and specialty system work.
• Ensures effective integration and sequencing of multiple trades and work packages.
• Facilitates coordination between contractors, occupants, operational groups, and technical stakeholders.

 

5. Contract Administration
• Administers construction and consultant contracts in accordance with corporate policies and approved procurement strategies.
• Reviews and recommends approvals for change orders, progress claims, contingency usage, and contract amendments.
• Maintains appropriate records and documentation to support contractual requirements and decision-making.

 

6. Financial Management
• Accountable for project budgets, forecasts, cash flow management, contingency control, and financial reporting.
• Monitors project costs and proactively identifies variances, risks, and mitigation opportunities.
• Ensures expenditures align with approved project authority and funding allocations.

 

7. Schedule Management
• Develops and maintains project schedules and milestone tracking.
• Monitors progress against approved schedules and implements recovery strategies when required.
• Coordinates critical project activities to minimize impacts to cost, quality, and operational requirements.

 

8. Risk & Change Management
• Identifies, evaluates, and manages project risks throughout the project lifecycle.
• Implements mitigation plans and escalates significant risks as appropriate.
• Administers project change management processes for scope, schedule, budget, and design changes.
• Assesses impacts and develops recommendations to support informed decision-making.

 

9. Quality Assurance & Commissioning
• Ensures quality management processes are implemented throughout design and construction.
• Oversees inspections, testing, commissioning, deficiency management, and project closeout activities.
• Verifies systems and facilities perform as intended and meet operational requirements.

 

10. Health, Safety & Regulatory Compliance
• Promotes and supports a strong safety culture throughout all project activities.
• Ensures compliance with applicable legislation, building codes, regulatory requirements, and corporate safety standards.
• Monitors contractor safety performance and addresses concerns promptly.

 

11.Stakeholder Management & Communication
• Maintains strong relationships with project stakeholders, business units, technical authorities, consultants, contractors, and regulatory agencies.
• Provides regular project reporting on status, risks, budget, schedule, and key decisions.
• Facilitates project meetings and supports stakeholder engagement activities.
• Communicates impacts, risks, and construction activities effectively to affected groups.

 

12.Project Closeout & Occupancy
• Coordinates commissioning, training, occupancy planning, turnover documentation, warranties, and post-occupancy support.
• Ensures project documentation is complete and deficiencies are resolved prior to project closure.
• Leads lessons learned reviews and supports continuous improvement initiatives.

 

QUALIFICATIONS

1. Degree in Engineering, Architecture, Construction Management, or a post-secondary Project Management program, or related discipline and/or equivalent experience.
2. Project Management Professional (PMP®) designation preferred.
3. Minimum 5 years of experience managing complex commercial, institutional, or industrial construction projects, including major renovations and occupied-building projects.
4. Demonstrated experience managing design consultants, construction managers, contractors, and multidisciplinary project teams.
5. Strong knowledge of construction delivery methods, including Construction Management, Design-Bid-Build, and Design-Build.
6. Experience with contract administration, procurement, cost control, scheduling, commissioning, and construction project governance.
7. Strong understanding of building systems including architectural, structural, mechanical, electrical, and specialty systems.
8. Demonstrated experience managing projects in operational environments with significant stakeholder coordination requirements.
9. Excellent negotiation, communication, problem-solving, and stakeholder management skills.
10.Proven ability to manage multiple priorities while maintaining schedule, budget, quality, and safety objectives.
